Portland Municipal Corporation to Get New Building

first_img Minister of Local Government and Community Development, Hon. Desmond McKenzie, has announced that the Portland Municipal Corporation will be getting a new building soon.Addressing a special meeting of the Corporation in Port Antonio on May 3, the Minister said the time has come for the councillors to move out of the old building.“The technical team at the Ministry has been instructed to meet with the technical team here, and to commence discussions in identifying [and] preparing the design for the construction of a new municipal building,” he pointed out.Mr. McKenzie told the councillors that the construction cost of the new building will have to be shared.“The cost of this construction will be borne by the Ministry and the Municipality. It can’t be alone from the Ministry, because of demand that is there,” the Minister said.He said although previous suggestions were made for the rental of a building in the parish, he believes it is wiser for the construction of their own building on land owned by the Municipality.“I am hoping that by the end of this quarter of the (fiscal) year, going down later in this year, we will be well advanced with the drawings and everything that is going to be required for us to commence this long-overdue construction of a new municipal building for Portland,” he said.After his address, the Minister presented tablet computers to the Mayor of Port Antonio, His Worship Paul Thompson, nine councillors and seven poor-relief staff members, to carry out their duties more effectively. Humboldt seeks new image to help city move on from Broncos tragedy

first_imgHUMBOLDT, Sask. — The Saskatchewan city of Humboldt is looking to revamp its image as a way of helping people move past the Broncos bus crash.Spokeswoman Penny Lee says Humboldt became known to many as “the grieving city” after the April 2018 crash.Sixteen people died and thirteen were injured when the driver of a semi-truck missed a stop sign at a rural intersection and drove into the path of the junior hockey team’s bus. Lee says the tragedy will never be forgotten, but Humboldt is more than that. Residents are being asked to fill out a survey that will be used to help the city craft a new look.It may include a new logo and tag line.“We’ve actually heard businesses, local businesses say, that their suppliers are afraid to come to Humboldt because, ‘Oh no. Security Council extends UN mission in Ethiopia and Eritrea for one month

The United Nations Security Council today extended the mandate of the UN Mission in Ethiopia and Eritrea (UNMEE) for another month, but warned that unless both sides fulfilled its earlier demands – including lifting restrictions on UN personnel and recognizing a boundary decision – it will review other options ranging from transforming the operation into an observer mission to withdrawing it altogether.Voting unanimously on the extension until mid-May, the 15-member body also reiterated demands that, among other measures, Eritrea reverse its decision to ban the Mission’s helicopter flights, and that Ethiopia accept the final and binding decision of the Eritrea-Ethiopia Boundary Commission.“Lasting peace between Ethiopia and Eritrea…as well as in the region cannot be achieved without the full demarcation of the border between the two parties,” the Council resolution stressed, recalling that both parties had agreed to “accept the determinations of the Eritrea-Ethiopia Boundary Commission as final and binding.”It went on to note that such demarcation of the border “cannot proceed unless UNMEE is allowed full freedom of movement throughout its area of operations,” as compared with the current “unacceptable restrictions” placed on the Mission which “must be lifted.”The Council concluded by warning that if both sides “have not demonstrated full compliance” with these demands by the beginning of next month, then it will review the mission by 15 May “with a view to a decision on possible adjustments of UNMEE, as outlined in the Secretary-General’s report dated 3 January… including (among others) a transformation into an observer mission.”In his two most recent reports on the issue, Secretary-General Kofi Annan has called the situation of UNMEE “untenable” because of the intransigence of the parties in fulfilling those two demands and the prevailing situation which is dangerous to UN personnel and the region. For that reason, he had proposed a range of options to reconfigure the Mission, ranging from redeployment to total withdrawal.In his most recent report, released in early March, Mr. Annan recommended extending UNMEE in its present configuration for two or three months “in order for the forthcoming meeting of the Boundary Commission to bear fruit.”After that meeting convened on 10 March in London, Mr. Annan said he was pleased by the constructive participation of both parties, and expressed hope that it would allow the Commission’s decision to be implemented without further delay.A binding decision of the Boundary Commission in 2002 awarded Badme – the town that triggered a bitter, two-year border war that ended in 2000 – to Eritrea, which has become increasingly critical of the UN for not forcing Ethiopia to accept that demarcation.Eritrea subsequently banned UNMEE flights and peacekeepers of certain nationalities from its territory while restricting the mission’s patrols. read more

Weekly US unemployment benefit applications fall to 334K a sign of an

WASHINGTON – The number of Americans applying for unemployment benefits fell 24,000 last week to a seasonally adjusted 334,000, a sign that steady job gains should continue.The Labor Department says the four-week average, which smooths out fluctuations, dropped 5,250 to 351,000.The trend in applications has been positive this year, although the weekly applications data can be volatile in July. Automakers typically shut their factories in the first two weeks of the month to prepare for new models. That can create a spike in temporary layoffs. But this year much of the industry has skipped or shortened the shutdowns to keep up with stronger demand, likely a reason for the decline.Applications are a proxy for layoffs. They have declined 5 per cent since January. That has coincided with stronger job growth. first_img Facebook Twitter: @NeosKosmos Instagram The creditors’ plan for Greek banks provides for their recapitalization using between 10 and 25 billion euros, while deposits up to 100,000 euros will remain protected.Also, during the course of Monday, the government will issue a new legislative act extending the bank holiday for more days, according to banking sources, having started two weeks ago.The same sources add that unless the European Central Bank extends the limit on emergency liquidity assistance (ELA) or the legislative act decreases the maximum amount of cash that can be withdrawn from the current 60 euros per person per day, there will not be enough cash to last until the end of the week.The ECB Governing Council will convene again on Monday to discuss the Greek request for an increase in the ELA limit, but banking sources consider it highly unlikely that will happen before a conclusive agreement between Athens and its creditors.However, it is also unlikely the ECB will proceed to another haircut on the value of the Greek banks’ collateral, or a stop to the ELA provision. Port of Nome hires McDowell Group for port expansion research

(Photo: Joy Baker/Nome Port Director)Updating and streamlining the strategic plan for Nome’s port expansion was the theme of the hour-long work session that preceded last week’s Port Commission meeting.Joining the session via phone were Susan Bell and Garrett Evridge from the McDowell Group, a research and consulting firm based in Anchorage.For a price tag of over $23,000 the McDowell Group has been hired by the Port of Nome for their “professional services” over the span of 70 to 90 days. So what exactly have they been hired to do? That was one of the questions some port commissioners raised at the start of last week’s work session.“I’m confused, or a little bit vague on what’s the final product that you believe you’re going to produce,” admitted port commissioner Charlie Lean.Bell explained to Lean and other curious commissioners that they were planning a “streamlined approach” to how information about the port expansion is distributed. The McDowell Group will author a white paper, put together an informational brochure, and formulate a power point presentation that the port will be able to use when the expansion project is presented to the Civil Works Review board in Washington D.C. in mid-November.Bell and Evridge called upon the commissioners for input on what to emphasize in those materials. Lean was the first to respond, suggesting the McDowell group focus more on what benefits an expanded port will have on the region and not just Nome. Newly appointed commissioner Megan Alvanna-Stimple reiterated his point.“It’s important to highlight the international [and] national Arctic issues, but it’s not as concrete,”Alvanna-Stimple said. “People don’t know how to think about that yet, and I think our strongest point that we can make is that we serve Western Alaska, and that’s why this investment is critical.”Alvanna-Stimpfle pointed out that Nome’s port serves over one hundred communities, and urged the McDowell Group to highlight its role in the region’s economic viability.“It will change the paradigm for how freight is delivered and the way we live in Western Alaska and that’s something concrete and real and is a crisis.”With more work sessions planned for the future, the scope of the ports expansion is still unclear, leaving the future of freight transport throughout Western Alaska in limbo.Following the work session, the lack of any new or old business on the agenda for last week’s Port Commission meeting allowed for a quick run through of updates from City Manager Tom Moran and Port Director Joy Baker. Photo: ReutersBritain on Monday said it was planning a European-led protection force for shipping in the Gulf after Iranian authorities seized a British-flagged tanker in a dramatic escalation of tensions in the region.Foreign secretary Jeremy Hunt made the announcement following an emergency ministerial meeting to respond to Friday’s incident.”We will seek to establish this mission as quickly as possible,” Hunt said, condemning Iran’s actions as “state piracy” while at the same time emphasising that Britain did not want confrontation.The mission “will not be part of the US maximum pressure policy on Iran because we remain committed to preserving the Iran nuclear agreement,” Hunt told parliament.The United States pulled out of the nuclear deal last year.The foreign minister also said a second warship that Britain has sent to the region would arrive by 29 July.In a dramatic escalation of tensions, the Islamic Revolutionary Guard Corps seized the Stena Impero on Friday in the Gulf’s strategic Strait of Hormuz.The move came two weeks after British authorities seized an Iranian tanker off its overseas territory of Gibraltar on suspicion of breaching EU sanctions against Syria against a backdrop of brinkmanship between Washington and Tehran.Iran impounded the tanker after claiming it failed to respond to distress calls and turned off its transponder after hitting a fishing boat.”Seizing the British tanker was a legal measure by Iran,” a spokesman for the Iranian government, Ali Rabiei, told a news conference in Tehran on Monday.However, Britain has said there was no evidence of a collision and said the vessel was in Omani waters, with its transponder switched on.Hunt spoke to his French and German counterparts on Sunday.The EU has already expressed its “deep concern” at the move, and on Monday, German foreign minister Heiko Maas said: “We don’t want any further escalation.”There have been a number of attacks on tankers in the Strait of Hormuz since May, when the United States boosted its military presence in response to what it called indications of a “credible threat” from Iran.Shipping fearsOil prices jumped Monday on fresh concerns about supplies and a possible conflict in the crude-rich Middle East.The British government had warned its ships to avoid the shipping channel, a chokepoint for about a third of the world’s sea-borne oil.Hunt on Monday said all British-flagged ships travelling through the strait should contact the government first “to enable us to offer the best protection we can”.But he said the volume of shipping made it impossible to protect every vessel individually.Questions are being asked in London about why the government was not more proactive in protecting ships after the Gibraltar incident, which provoked fury and a threat of retaliation in Tehran.The stand-off comes at a sensitive time for Britain, with prime minister Theresa May stepping down on Wednesday over her failure to deliver Brexit.Former foreign minister Boris Johnson is the overwhelming favourite to replace her and there have been calls for stronger action against Iran, such as financial sanctions.But finance minister Philip Hammond said on Sunday: “We’ve already got a wide raft of sanctions against Iran, particularly financial sanctions, so it’s not clear that there are immediate things we can do”.Release Gibraltar shipIranian authorities have said the crew — 18 Indians, including the captain, three Russians, a Latvian and a Filipino — are all in good health.Tehran said at the weekend that the fate of the Stena Impero depends on an investigation into its alleged breach of international maritime rules.The incident on Friday began hours after a court in the tiny British territory of Gibraltar extended by 30 days the detention of the Iranian-chartered tanker, Grace 1, which was seized on 4 July.”To all the countries that are calling on Iran to release the tanker, we ask them to tell Britain the same thing,” the Iranian spokesman said on Monday.Hunt has said Britain would be content with the release of Grace 1 if there were sufficient guarantees that the oil was not bound for Syria.The incidents come amid escalating tensions between Tehran and Washington, which have left European nations caught in the middle.In May 2018, president Donald Trump unilaterally withdrew the United States from the landmark 2015 deal that put curbs on Iran’s nuclear programme in exchange for sanctions relief.Britain, France and Germany were also signatories and have been trying to keep the deal alive.But the US administration re-imposed tough sanctions on Iran, which retaliated by increasing its enrichment of uranium beyond limits set in the nuclear accord.Last month, Trump called off air strikes against Iran at the last minute after Tehran downed a US drone.last_img read more

Prefabs tend to have a much smaller carbon footprint. Part of the reason why is the speed with which they can be assembled.Take Casa Montaña, for example. It’s a 1,076 square foot two-story home and it took a small crew just five hours to erect it. To be clear, it took much longer than five hours to actually build the house. That part of the process — which took about four months — was done elsewhere, and the resulting pre-built components were then trucked to the construction site for final assembly.Generally, those components would be built and shipped as (more or less) two-dimensional panels. The Casa Montaña was actually built from three-dimensional units. They look a bit like modified shipping containers — which have been used in numerous ready-to-deploy housing projects.AdChoices广告Outside, the home features a slate roof and wood cladding as a nod to its rustic setting in the Asturias region in northwest Spain. Inside, whitewashed steel I-beams and corrugated metal decking give Casa Montaña a clean, modern appearance. The home’s open floor plan helped keep onsite construction time to a minimum.Not only was Casa Montaña designed to go up in a hurry, it’s also designed to come back down just as fast. If the owners ever decide they’d like to relocate somewhere else, the house can be disassembled, loaded back onto trucks, and hauled to a new site… where it could be put back together again in a matter of hours.The total cost for the house was about $195,000. Still, for a home that can be put together, taken apart, and moved around with relative ease, that’s not too shabby. Most of the objects date from the Peranakan golden era – the late 19th and early 20th century.“The history of Peranakan culture is not simply the story of a local culture in Singapore and the Straits but also the history of a cultural network reaching throughout Southeast Asia and the Indian Ocean,” said Alan Chong, Director of the Asian Civilisation Museum and Peranakan Museum which have lent the objects for the exhibition.‘Peranakan’ comes from the Malay word anak (child), and implies a person born of mixed heritage.  The stamp of hybridity is deeply imprinted on the entire gamut of Peranakan Chinese traditions and way of life. A typical Peranakan home would have three altars – dedicated to the household deity, the ancestors, and the kitchen god. The household deity altar was usually in the front hall, facing the main entrance.The western influence can also be seen on Kerosang with monogrammed brooches, English-style teapot, ‘Irish’ carpet, brooch with lion and horse motifs, cigarette case and European tiles with pink flowers and leaves. For Peranakans, jewellery is another fascinating component of the exhibition, which will conclude on March 25, is Batik work – drawing designs on cloth by applying molten wax and dyeing the areas covered. According to Lynn Franco, director of economic indicators at The Conference Board, the index is now at its highest level in more than four and a half years.The month’s “”moderate improvement was the result of an uptick in expectations, while consumers’ assessment of present-day conditions continues to hold steady,”” Franco said.The Present Situation Index stood at 56.6 in the most recent report, just barely down from 56.7 in October. When asked about business conditions, consumers expressed a more reserved–though not necessarily pessimistic–attitude: While the number of respondents who say conditions are “”good”” declined (falling to 14.4 percent from 16.5 percent previously), so too did the [COLUMN_BREAK]number of respondents who believe conditions are “”bad”” (31.5 percent compared to 33.0 percent in October).Meanwhile, consumers’ assessment of the labor market improved. The number of those claiming jobs are “”plentiful”” increased from 10.4 percent to 11.2 percent, while those claiming jobs are “”hard to get”” held at 38.8 percent.While the Present Situation Index was virtually unchanged, the Expectations Index showed a bigger gain, rising to 85.1 from 84.0 last month. Those expecting business conditions to improve over the next six months increased to 22.2 percent from 21.5 percent, while those expecting conditions to get worse fell to 14.3 percent from an even 15.0 percent.The outlook for the labor market was more or less the same from month to month. The number of respondents saying they anticipate more jobs in coming months improved slightly to 20.3 percent (from 19.7 percent), while those saying they expect fewer jobs floated at 19.7 percent.
