Minister of Local Government and Community Development, Hon. Desmond McKenzie, has announced that the Portland Municipal Corporation will be getting a new building soon.Addressing a special meeting of the Corporation in Port Antonio on May 3, the Minister said the time has come for the councillors to move out of the old building.“The technical team at the Ministry has been instructed to meet with the technical team here, and to commence discussions in identifying [and] preparing the design for the construction of a new municipal building,” he pointed out.Mr. McKenzie told the councillors that the construction cost of the new building will have to be shared.“The cost of this construction will be borne by the Ministry and the Municipality. It can’t be alone from the Ministry, because of demand that is there,” the Minister said.He said although previous suggestions were made for the rental of a building in the parish, he believes it is wiser for the construction of their own building on land owned by the Municipality.“I am hoping that by the end of this quarter of the (fiscal) year, going down later in this year, we will be well advanced with the drawings and everything that is going to be required for us to commence this long-overdue construction of a new municipal building for Portland,” he said.After his address, the Minister presented tablet computers to the Mayor of Port Antonio, His Worship Paul Thompson, nine councillors and seven poor-relief staff members, to carry out their duties more effectively. Lee says the tragedy will never be forgotten, but Humboldt is more than that. The United Nations Security Council today extended the mandate of the UN Mission in Ethiopia and Eritrea (UNMEE) for another month, but warned that unless both sides fulfilled its earlier demands – including lifting restrictions on UN personnel and recognizing a boundary decision – it will review other options ranging from transforming the operation into an observer mission to withdrawing it altogether.Voting unanimously on the extension until mid-May, the 15-member body also reiterated demands that, among other measures, Eritrea reverse its decision to ban the Mission’s helicopter flights, and that Ethiopia accept the final and binding decision of the Eritrea-Ethiopia Boundary Commission.“Lasting peace between Ethiopia and Eritrea…as well as in the region cannot be achieved without the full demarcation of the border between the two parties,” the Council resolution stressed, recalling that both parties had agreed to “accept the determinations of the Eritrea-Ethiopia Boundary Commission as final and binding.”It went on to note that such demarcation of the border “cannot proceed unless UNMEE is allowed full freedom of movement throughout its area of operations,” as compared with the current “unacceptable restrictions” placed on the Mission which “must be lifted.”The Council concluded by warning that if both sides “have not demonstrated full compliance” with these demands by the beginning of next month, then it will review the mission by 15 May “with a view to a decision on possible adjustments of UNMEE, as outlined in the Secretary-General’s report dated 3 January… including (among others) a transformation into an observer mission.”In his two most recent reports on the issue, Secretary-General Kofi Annan has called the situation of UNMEE “untenable” because of the intransigence of the parties in fulfilling those two demands and the prevailing situation which is dangerous to UN personnel and the region. WASHINGTON – The number of Americans applying for unemployment benefits fell 24,000 last week to a seasonally adjusted 334,000, a sign that steady job gains should continue.The Labor Department says the four-week average, which smooths out fluctuations, dropped 5,250 to 351,000.The trend in applications has been positive this year, although the weekly applications data can be volatile in July. Automakers typically shut their factories in the first two weeks of the month to prepare for new models. That can create a spike in temporary layoffs. But this year much of the industry has skipped or shortened the shutdowns to keep up with stronger demand, likely a reason for the decline.Applications are a proxy for layoffs. They have declined 5 per cent since January. That has coincided with stronger job growth. As European Commission Vice President Valdis Dombrovskis noted on Sunday, “discussions continue, but all signs point to the ECB providing security to Greek banks for the coming days and weeks.” He added that “although the ECB is independent and makes its own decisions, the coverage of the needs of Greek banks was and remains part of the talks.”Source: Kathimerini

(Photo: Joy Baker/Nome Port Director)Updating and streamlining the strategic plan for Nome’s port expansion was the theme of the hour-long work session that preceded last week’s Port Commission meeting.Joining the session via phone were Susan Bell and Garrett Evridge from the McDowell Group, a research and consulting firm based in Anchorage.For a price tag of over $23,000 the McDowell Group has been hired by the Port of Nome for their “professional services” over the span of 70 to 90 days. So what exactly have they been hired to do? That was one of the questions some port commissioners raised at the start of last week’s work session.“I’m confused, or a little bit vague on what’s the final product that you believe you’re going to produce,” admitted port commissioner Charlie Lean.Bell explained to Lean and other curious commissioners that they were planning a “streamlined approach” to how information about the port expansion is distributed. The McDowell Group will author a white paper, put together an informational brochure, and formulate a power point presentation that the port will be able to use when the expansion project is presented to the Civil Works Review board in Washington D.C. in mid-November.Bell and Evridge called upon the commissioners for input on what to emphasize in those materials. Lean was the first to respond, suggesting the McDowell group focus more on what benefits an expanded port will have on the region and not just Nome. Newly appointed commissioner Megan Alvanna-Stimple reiterated his point.“It’s important to highlight the international [and] national Arctic issues, but it’s not as concrete,”Alvanna-Stimple said. “People don’t know how to think about that yet, and I think our strongest point that we can make is that we serve Western Alaska, and that’s why this investment is critical.”Alvanna-Stimpfle pointed out that Nome’s port serves over one hundred communities, and urged the McDowell Group to highlight its role in the region’s economic viability.“It will change the paradigm for how freight is delivered and the way we live in Western Alaska and that’s something concrete and real and is a crisis.”With more work sessions planned for the future, the scope of the ports expansion is still unclear, leaving the future of freight transport throughout Western Alaska in limbo.Following the work session, the lack of any new or old business on the agenda for last week’s Port Commission meeting allowed for a quick run through of updates from City Manager Tom Moran and Port Director Joy Baker. That part of the process — which took about four months — was done elsewhere, and the resulting pre-built components were then trucked to the construction site for final assembly.Generally, those components would be built and shipped as (more or less) two-dimensional panels. The Casa Montaña was actually built from three-dimensional units. If the owners ever decide they’d like to relocate somewhere else, the house can be disassembled, loaded back onto trucks, and hauled to a new site… where it could be put back together again in a matter of hours.The total cost for the house was about $195,000. Still, for a home that can be put together, taken apart, and moved around with relative ease, that’s not too shabby. The stamp of hybridity is deeply imprinted on the entire gamut of Peranakan Chinese traditions and way of life. A typical Peranakan home would have three altars – dedicated to the household deity, the ancestors, and the kitchen god. The household deity altar was usually in the front hall, facing the main entrance.The western influence can also be seen on Kerosang with monogrammed brooches, English-style teapot, ‘Irish’ carpet, brooch with lion and horse motifs, cigarette case and European tiles with pink flowers and leaves. For Peranakans, jewellery is another fascinating component of the exhibition, which will conclude on March 25, is Batik work – drawing designs on cloth by applying molten wax and dyeing the areas covered. It was deeply influenced by textiles imported from Gujarat and the Coromandel Coast of India in the 17th-8th centuries.

According to Lynn Franco, director of economic indicators at The Conference Board, the index is now at its highest level in more than four and a half years.The month’s “”moderate improvement was the result of an uptick in expectations, while consumers’ assessment of present-day conditions continues to hold steady,”” Franco said.The Present Situation Index stood at 56.6 in the most recent report, just barely down from 56.7 in October. When asked about business conditions, consumers expressed a more reserved–though not necessarily pessimistic–attitude: While the number of respondents who say conditions are “”good”” declined (falling to 14.4 percent from 16.5 percent previously), so too did the [COLUMN_BREAK]number of respondents who believe conditions are “”bad”” (31.5 percent compared to 33.0 percent in October).Meanwhile, consumers’ assessment of the labor market improved.
